Founder

Dr. Rajendra Pratap Gupta

Dr. Rajendra Pratap Gupta is the Founder and Chairman of Health Parliament and a globally recognised public policy leader, healthcare strategist and social entrepreneur with extensive experience across health, technology, education and digital policy. In May 2026, he was nominated by the United Nations Secretary-General to the Multistakeholder Advisory Group of the Internet Governance Forum. He also co-chairs the Policy Network on Artificial Intelligence and the Working Group on Strategy at the UN Internet Governance Forum. Dr. Gupta has contributed to major public policy initiatives in India, including the National Health Policy 2017 and National Education Policy 2020, and has been associated with the conceptualisation of Viksit Bharat. He served as Advisor to the Union Health Minister, Government of India, from 2016 to 2018. Internationally, he has been invited to contribute by organisations including the United Nations, UNESCO, WHO, World Bank, ITU, Commonwealth, Asian Development Bank and World Economic Forum, and was nominated to the World Economic Forum’s Global Agenda Council for 2012–2014. His global health and digital transformation work includes serving on the WHO Global Roster of Experts for Digital Health and its Guidelines Development Group, leading multiple Dynamic Coalitions at the UN Internet Governance Forum, and chairing the Commonwealth AI Consortium’s work on capacity building. Dr. Gupta has founded several healthcare and technology platforms, including Digital Health Academy, HIMSS India, Disease Management Association of India and Patients Union. He is also the architect of the Functional AI Pyramid Model and leads Project CREATE, focused on leveraging technology for employment generation. His contributions have received national and international recognition, including the Global Impact Award from the Personal Connected Health Alliance. He has authored five books and delivered more than 400 talks globally. Dr. Gupta holds a Ph.D. in Public Policy and a Master’s degree in Innovation and Change Management from the United Kingdom, and continues to work across geographies on public policy, healthcare transformation and strategic advisory initiatives.

Ms. Mevish P. Vaishnav

Ms. Mevish P. Vaishnav is the President of Health Parliament and a seasoned healthcare professional with extensive experience across healthcare management, cancer care, digital health and public policy. She previously served as Vice President of one of India’s largest publicly listed hospital chains in cancer care and has contributed to the development of Digital Health standards across two ministries. She has also been invited to engage with the Ministry of Health and Family Welfare and the Parliamentary Standing Committee on Health in India. She led the Innovation Working Group Asia, established by the Office of the UN Secretary-General, which contributed to the development of a Roadmap for Telemedicine. She also coordinated a large-scale National Health Awareness Programme involving approximately 78,000 school children across the National Capital Region and serves on the boards of several non-profit organisations. A strong advocate for women’s health, Ms. Vaishnav led a major programme at Rashtrapati Bhavan on International Women’s Day in 2018 and represented India at the United Nations Commission on the Status of Women in 2019. Her work continues to focus on healthcare policy, digital health, capacity building and initiatives aimed at strengthening health systems.

Mr. Bakul Patel is Senior Director, Global Digital Health Regulatory Strategy at Google. A globally recognised leader in digital health regulation, he previously served as Chief Digital Health Officer for Global Strategy and Innovation and Founding Director of the Digital Health Center of Excellence at the U.S. FDA. He coined the term “Software as a Medical Device” (SaMD) and played a key role in developing global SaMD risk frameworks, the FDA’s Software Precertification Pilot Program, and regulatory approaches for AI/ML-based medical software.
