Dr. Rajendra Pratap Gupta

Prof. (Dr.) Rajendra Pratap Gupta is the Founder & Chairman of Health Parliament. A public policy expert, digital health leader and AI researcher, he formerly served as Advisor to the Union Health Minister, Government of India, and was a member of the Committee for the Draft National Education Policy. He is a 2026 member of the United Nations Internet Governance Forum’s Multistakeholder Advisory Group (MAG) and Co-Facilitator of its Policy Network on Artificial Intelligence. He also serves as Chairman of the Academy of Digital Health Sciences. He has contributed to major initiatives across health, education and digital policy, created the Functional AI Pyramid – an AI maturity framework, and authored five books, including Digital Health – Truly Transformational.

Mr. Bakul Patel is Senior Director, Global Digital Health Regulatory Strategy at Google. A globally recognised leader in digital health regulation, he previously served as Chief Digital Health Officer for Global Strategy and Innovation and Founding Director of the Digital Health Center of Excellence at the U.S. FDA. He coined the term “Software as a Medical Device” (SaMD) and played a key role in developing global SaMD risk frameworks, the FDA’s Software Precertification Pilot Program, and regulatory approaches for AI/ML-based medical software.
